New Teaching Block
Park Lane Campus
DPP were instructed by DB3 Architecture (on behalf of Luminate Education Group) to prepare and manage a full planning application for a new three storey teaching block with associated landscaping, parking and drainage at Park Lane Campus. The education facility will provide 254 additional places for 16 and 17 year old students in Leeds and will offer a range of Sports Science courses.
The teaching block will feature modern teaching rooms and independent study areas to facilitate learning. The site will provide dedicated cycle and car parking including electric vehicle charging points, a secure cycle shed, cycle stands and motorcycle parking. Students will also be provided with a new soft and hard landscaping scheme as well as additional trees on site.
Achievements
DPP project managed the development team in compiling the planning application package. The Planning Statement explained the need for the development, addressed specific site constraints such as the sensitivity to the adjacent Conservation Area and relationship with neighbouring residents. DPP also undertook the process of public consultation including a leaflet drop to local residents, businesses and the Little Woodhouse neighbourhood forum as well as bespoke letters to local councillors.
DPP managed the consultation period by communicating effectively with the Planning Officer and the design team to ensure all concerns were addressed. Design changes that were effectively managed include the repositioning of the stair core, the installation of an outdoor disabled lift to connect the proposal with the wider campus, highway works to the entrance of the site and repositioning of the parking layout. DPP also ensured the 10% BNG requirement was met through off-site measures and purchasing a BNG credit. DPP successfully liaised with the Planning Officer to remove all pre-commencement conditions apart from the statutory BNG condition. DPP also assisted in negotiations on S.106 obligations. The application was approved and DPP were appointed to manage the discharge of condition process.
