Construction of a new school and associated outdoor-sports areas and infrastructure

This application was for the construction of a new school and associated outdoor-sports areas and infrastructure, including parking and landscaping. The school will accommodate 84 primary school children with severe learning difficulties and physical/medical needs. The school will provide school places for the Tees Valley Education Trust and for the 48 children currently using the Discovery Academy’s temporary accommodation unit at the Brambles School in Middlesbrough, as well as the 24 pupils enrolling into the Discovery Academy over the next two years (12 pupils in September 2020 and 12 pupils in September 2021).

The Discovery Academy temporary accommodation unit at the Brambles School is nearing capacity, whilst there are a number of children with special needs that are required to be educated outside of the Borough. The number of children with needs such as these is also increasing. Therefore, the new school will ensure that fewer children are required to travel outside of Middlesbrough for their education.

DPP organised and ran a public consultation programme including a letter drop and a consultation website in order to gather the views of local people, which were used to develop the scheme.

DPP successfully coordinated the project team to ensure a timely submission of the application. Within the submission, DPP demonstrated that the development would bring significant economic, social and environmental benefits, outweighing the loss of existing public open space, and would provide a fit-for-purpose teaching environment at the school. DPP gained planning permission for the development in January 2021.

DPP were instructed to manage the discharge of condition process for this scheme and it is now fully built out.
