School Redevelopment

Michael Syddall Church of England Aided Primary School is currently occupied by 252 pupils aged 4-11 and 20 full-time equivalent staff. The Department for Education is prioritising the rebuilding and refurbishment of schools through the School Rebuilding Programme. Some of the buildings at the school have been identified as being in condition need and require replacement.

A previous application for the school’s redevelopment was submitted in 2023 and subsequently withdrawn following the contractor going into administration. Having been involved with the previous application, DPP ensured that the new contractors were aware of the site specific constraints and feedback gained during the previous determination period to ensure the concerns were addressed.

DPP were instructed by Bowmer and Kirkland (on behalf of the Department for Education) to prepare, submit and manage an application which sought the demolition of the existing school a redevelopment of a new school to provide much-needed facilities for the school which included the expansion of playing field provision. This was presented to Sport England prior to application to ensure a positive response from the statutory consultee during the determination period.

Achievements

DPP submitted a full planning application in April 2024, following pre-application discussions with North Yorkshire council. DPP effectively navigated a range of complex issues, each serving as a crucial piece in the puzzle leading to the successful presentation of the scheme at the November committee. DPP successfully negotiated a Section 106 agreement to address BNG, ensuring it could be appropriately managed through a condition. The scheme received unanimous approval, due to the careful consideration of the surrounding residential area and its impact on local amenity.

Permission was granted on 18^th November 2024 and DPP have been retained to on the project to prepare and submit the discharge of conditions.
