Proposal Residential Development in Shipton-by-Beningbrough

Introduction

Welcome to this public consultation page relating to the proposed Mulgrave Developments Ltd residential redevelopment of land to the west of Main Street in Shipton-by-Beningbrough.

DPP are currently preparing a full planning application for the proposal, to be submitted to Hambleton District Council shortly. However, prior to the finalisation of the proposals, and submission of the application, Mulgrave Developments Ltd are providing residents, and other interested parties, with the opportunity to view the draft proposals, and provide any feedback or comments prior to submission of the final submission package to the Council.

The proposed development has been developed in accordance with the currently adopted Development Plan for Hambleton District. Within the plan, the Site has been allocated for a modest housing development, to contribute to both local and national housing need.

Mulgrave Developments Ltd value the input of the local community in developing the scheme, and would welcome your comments on the proposed development. Details of how to comment are provided below.

The Site

The site is located to the west of Main Street within the settlement of Shipton by Beningbrough. The site was formerly a petrol filling station and an auto repair garage. However, both businesses have long since ceased trading, and the canopy and associated buildings across the site have long since laid vacant. The extent of the site is indicated in the aerial photograph below and measures approximately 0.37 hectares in area.

Mulgrave Developments Ltd

Mulgrave Developments is an award-winning housebuilder, specialising in the development of unique, high-quality residential properties. The business started life as the development arm of the Mulgrave Estate based in Lythe near Whitby. As the company has grown, it has expanded its area of operation and is now a significant provider of quality homes throughout Yorkshire.  The company have recently completed developments at Easingwold, Great Broughton and Marton cum Grafton, and work on The Grove development in Shipton by Beningbrough will shortly be completed.

Local Plan Allocation

The site is allocated for residential development within the Hambleton Development Plan, as denoted by the red edging on the below extract from the Allocations DPD.  As such, the Council have already assessed the suitability of the site for development and have concluded that the principle of development on this brownfield site should be supported subject to other planning considerations.  As such, the primary focus of any prospective planning application will be ensuring that the development proposals are acceptable in respect of all technical matters (i.e. highways safety, amenity impact, drainage etc).

The Proposal

As demonstrated on the plans accessible below, the proposed development concerns the redevelopment of the site to provide a high quality new build residential development, comprised of 13 family homes ranging in house type and tenure.  In order to make most effective use of the site, the proposed development is composed of a mix of semi-detached, and terraced (groups of three) dwellings, all two storey in height, and each afforded off street parking and an individual private garden area.

Access into the site is gained via the existing access point into the site from Main Street.  The layout of the proposed residential development has otherwise been devised around the main access road, with a number of shared surfaces, parking courts, and private driveways taken off it.

Although materials are to be confirmed, it is envisaged that the proposed development will integrate seamlessly with the surrounding traditional red brick properties that are characteristic of Shipton by Beningbrough, and which are particularly prevalent along Main Street. This effect will be further reinforced through the implementation of both hard and soft landscaping that will enhance the proposed development.
