Welcome to the public consultation page, relating to the proposed Mulgrave Developments Ltd residential development of land to the north and east of Rufforth Primary School.

DPP are currently preparing a full planning application for the proposal, to be submitted to City of York Council shortly. However, prior to the finalisation of the proposals, and submission of the application, Mulgrave Developments Ltd are providing residents, and other interested parties, with the opportunity to view the draft proposals, and provide any feedback or comments prior to submission of the final submission package to the Council.

The proposed development has been developed in accordance with the Rufforth with Knapton Neighbourhood Plan, and the details of the emerging City of York Local Plan. Within the Neighbourhood Plan, the Site has been identified as a suitable location for residential development, to contribute to both local and national housing need.

Mulgrave Developments Ltd value the input of the local community in developing the scheme, and would welcome your comments on the proposed development. Details of how to comment are provided below.


The Site outlined in red on the aerial image below comprises a parcel of grassland, situated to the east of the village of Rufforth and approximately 3km to the west of the City of York. The site predominantly lies to the north east of Rufforth Primary School, and to the east of various existing houses located on Middlewood Close. The land is otherwise flat in topography and accessed via Middlewood Close from the west.

Mulgrave Developments is an award-winning housebuilder, specialising in the development of unique, high-quality residential properties. The business started life as the development arm of the Mulgrave Estate based in Lythe near Whitby. As the company has grown, it has expanded its area of operation and is now a significant provider of quality homes throughout Yorkshire.  The company have recently completed developments at Easingwold, Great Broughton and Marton cum Grafton.


The City of York Council are currently in the process of preparing a new Local Plan and within this, the Site is allocated for residential development under allocation reference H38 and has been since 2013. The extent of the allocation is shown on the Policies Map extract below.


The proposed development seeks the development of the site to provide 21 new, high-quality homes to be built by Mulgrave Developments Ltd. The proposed site layout, shown below, provides an indication of how the development will be achieved. It is proposed to comprise of a mix of two to four bed dwellings, including detached, semi-detached and terraced plots. The scheme will be designed to fully integrate with the rural settlement of Rufforth. A policy compliant level of affordable housing will be provided.

Access into the site will be gained via Middlewood Close. An internal access road is proposed within the site, in conjunction with a ‘shared surface’ access providing provision for parking and vehicle manoeuvring across the wider development.

It is envisaged that the proposed development will us materials sympathetic to the local area in order integrate seamlessly with the surrounding properties. This effect will be further reinforced through the implementation of both hard and soft landscaping that will enhance the proposed development.

The scheme will be a low carbon development, incorporating a number of measures to reduce the impact of the development. The measures will seek a reduction in regulated CO2 emissions beyond the requirement of Building Regulations Part L (2013).
