Frequently higher education projects are wrongly considered ‘easy’ in planning terms, but at a time of growth in the sector, the planning risks associated with such projects are increasing. A need for modern teaching space and a competitive market for students means that projects are raising challenges such as higher density development; development outside of settlement boundaries; and development in some of the most historic and sensitive settings; all of which mean that the planning process can frustrate development.
