Introduction

Welcome to the public consultation page for Starbust (UK) Ltd. in relation to the proposal for the demolition of the existing unit and erection of B1/B2/B8 units together with associated parking at the Prince of Wales Industrial Estate, Abercarn, Newport, NP11 5AR. 

A planning application for this proposals is due to be submitted to Caerphilly County Borough Council shortly, and in line with national legislation we are providing you with the opportunity to view and comment in advance of the submission.

The Site

The application site comprises a parcel of land which contains an existing industrial unit and an associated area of hardstanding. The boundary of the site is well screened by existing trees and shrubs which largely act to screen the site from the adjacent highways.  

In terms of the sites surrounding context, the area is characterised by predominantly commercial and industrial uses, as would be expected within an industrial estate. Abercarn Fire Station is however located immediately south of the site, whilst residential areas are found to the east of the site beyond the A467. The Ebbw River is found to the west of the site and is separated from the site by Darren Drive. 

Proposed Development 

This application seeks permission for the erection of one Class B1/B2/B8 building at the Prince of Wales Industrial Estate. The site is allocated within the adopted development plan for these proposed uses.  

The gross external area of the proposed building is 1404m². The total site area is 0.49 hectares. The building has the potential to be subdivided into 5 separate units, subject to operator demand. Such flexibility will assist in the marketing and letting of the unit(s). 

Roller shutter loading doors will be installed along the front elevation of each unit, whilst separate, secure doorways will provide access to the rear. The design and proportions of the proposed building will complement that of the surrounding industrial properties. 

The existing access to the site which is achieved from an internal estate road which connects to Darren Drive will remain.  

In terms of parking, one cycle store will also be provided on site with capacity for 6 bicycles. 28 car parking spaces will also be provided including 1 disabled spaces; 2 electric vehicle charging bays; and 8 bays for light commercial vehicles. There will also be space for motorcycle parking. 

Consultation Details

TOWN AND COUNTRY PLANNING (DEVELOPMENT MANAGEMENT PROCEDURE) (WALES) ORDER 2012. 

Proposed development at Unit M, Prince of Wales Industrial Estate.  

We give notice that Starburst (UK) Ltd is intending to apply for planning permission to Caerphilly County Borough Council for the following development: 

“the demolition of Unit M and erection of building for B1/B2/B8 use together with associated parking and access at the Prince of Wales Industrial Estate, Abercarn, Newport, NP11 5AR.” 

Prior to formal submission to the Local Planning Authority and in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) Order 2012, the proposal will be subject to pre-application consultation. 

All relevant drawings, reports and supplementary supporting documents are made available for inspection and review online below. 

Anyone who wishes to make representations about this proposed development must do so by the 13th February, 2023.
