DPP was instructed by Tesco Stores Ltd to lead on a new store development on the edge of Penwortham District Centre, Lancashire to deliver 3,220m2 Tesco store along with two retail units, providing a total of 929m2 of retail floor space, and an ancillary petrol filling station.

DPP’s initial instruction was to provide advice in relation to the implementation of an extant planning consent on the site, Community Infrastructure Levy matters and providing strategic advice at the pre-application stage.

Following a public consultation, DPP coordinated the planning process for the client, managing other consultants in the preparation of the necessary supporting documentation and negotiating the application through to determination.  As part of the planning application, DPP produced reports which demonstrated that the proposed development would not harm the setting of the adjacent conservation and accorded with the relevant retail impact and sequential tests, highlighting the benefits of delivering a store on the edge of the district centre.

DPP submitted the application within the client’s timescales securing full planning permission in June 2017.  Through the application process, DPP successfully negotiated the wording of the planning conditions to ensure initial development works could commence without the need to discharge pre-commencement planning conditions.
