INTRODUCTION

Welcome to the public consultation page for Formaction Ltd. in relation to the proposal for the proposed erection of 11 units for Class B1/B2/B8 use together with associated parking and proposed new vehicular access onto Parkway at Pen-Y-Fan Industrial Estate, Caerphilly, NP11 3XG.

A planning application for these proposals is due to be submitted to Caerphilly County Borough Council shortly, and in line with national legislation we are providing you with the opportunity to view and comment in advance of the submission.

SITE DESCRIPTION

The application site currently comprises a parcel of greenfield land located within Pen-Y-Fan Industrial Estate. The boundary of the site is well screened by existing trees and shrubs which largely act to screen the site from the adjacent highways.

In terms of the sites surrounding context, the area is characterised by predominantly commercial and industrial uses, as would be expected within an industrial estate. Abingdon Flooring, a carpet manufacturer is found to the north, whilst other commercial uses are found to the south, east and west of the site.

THE PROPOSED DEVELOPMENT

This application seeks permission for the erection of Class B1/B2/B8 units at Pen-Y-Fan Industrial Estate. The site is allocated within the adopted development plan for these proposed uses.

The gross external area of the proposed building is 1877m². The total site area is 1.28 hectares. The building has the potential to be subdivided into 11 separate units, subject to operator demand. Such flexibility will assist in the marketing and letting of the unit(s).

Roller shutter loading doors will be installed along the front elevation of each unit, whilst separate, secure doorways will provide access to the rear. The design and proportions of the proposed building will complement that of the surrounding industrial properties.

Access to the site is proposed to be achieved via Parkway to the east of the site.

In terms of parking, one cycle store will also be provided on site with capacity for 6 bicycles. 25 car parking spaces will also be provided including 2 disabled spaces; 3 electric vehicle charging bays; and 11 bays for light commercial vehicles. There will also be space for motorcycle parking.

We give notice that Formaction Ltd is intending to apply for planning permission to Caerphilly County Borough Council for the following development:

“The erection of 11 units for Class B1/B2/B8 use together with associated parking and proposed new vehicular access onto Parkway, Pen-Y-Fan Industrial Estate, NP11 3XG.”

Prior to formal submission to the Local Planning Authority and in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) Order 2012, the proposal will be subject to pre-application consultation.

All relevant drawings, reports and supplementary supporting documents are made available for inspection and review online below.

Anyone who wishes to make representations about this proposed development must do so by the 16th June 2023.
