Welcome to the public consultation page for Starbust (UK) Ltd. in relation to the proposal for Proposed Class B1/B2/B8 Development (Phase 1) together with associated demolition/ elevational treatment, parking, landscaping, drainage, ecological enhancement and provision of improved pedestrian/cyclist facilities at The Former Orb Steel Works, Stephenson Street, Newport, NP19 0RB.
A planning application for this proposals is due to be submitted Newport City Council shortly, and in line with national legislation we are providing you with the opportunity to view and comment in advance of the submission.

Site Description
The application site, which comprises several large industrial buildings and hardstanding, forms part of the wider industrial/office complex which, prior to June 2020, accommodated the Orb Steelworks.
The site is located on Stephenson Street, in an established industrial area, approximately 1.5 miles to the south-east of the City Centre. The site is bounded to the north by the Lysaght residential area (developed some 15 years ago on what was then part of the operational Orb Steelworks), to the east by a railway embankment/line, to the south by Stephenson Street, and to the west by both the River Usk and the Esperanto Way business units.
The site is accessed from the south via a priority junction arrangement with Stephenson Street which, in the vicinity of the site, is a street-lit single carriageway, with on-road marked cycle lanes running along both sides. To the west of the site, Stephenson Street terminates at the Newport Transporter Bridge, whilst to the east it continues for 750m before terminating at a priority junction with Corporation Road.
The Proposed Development
The development proposal will see the demolition of 15,227sqm of existing B2 floorspace, to be replaced by 7464sqm of new Class B1/B2/B8 floorspace. The proposed new Class B1/B2/B8 floorspace would be accommodated in 50 individual units, each contained within 4 larger terraces, as follows: Unit A – 16 units totalling 2387m2 (GIA); Unit B – 3 units totalling 457m2 (GIA); Unit C – 15 units totalling 2239m2 (GIA); and Unit D – 16 units totalling 2387m2 (GIA). Importantly, this initial configuration maximises flexibility by facilitating unit amalgamation to suit potential tenant requirements.
Each of the 50 individual units has a roller shutter door on the main elevation together with single, standard doors on both the front and rear elevations.
Parking for 99 cars is proposed, including 6 disabled spaces and 11 electric vehicle charging spaces. To accommodate operational parking space at the proposed development, 50 HGV parking spaces are provided. Provision is also included for motor-cycle parking. Regarding cycle parking, it is proposed to provide a minimum of 28 cycle parking spaces at 4 separate covered cycle stores, accommodating both long-term and short-term parking.
In terms of appearance, the front, side and rear elevations, metallic silver microrib panels are proposed, whilst on the roof, goose-wing grey panels are proposed together with a series of roof lights. The side and rear elevations are also goose-wing grey in colour, whilst all rainwater goods, flashings, trims and doors are solent blue in colour.
A new access point and designated 2m wide pedestrian/cycleway link is proposed at the north west corner of the site, connecting the Phase 1 development with the adjacent Lysaght residential development and wider 2 kms walk-in catchment area.

We give notice that Starburst (UK) Ltd is intending to apply for planning permission to Newport City Council for the following development:
“Proposed Class B1/B2/B8 Development (Phase 1) together with associated demolition/ elevational treatment, parking, landscaping, drainage, ecological enhancement and provision of improved pedestrian/cyclist facilities”
Prior to formal submission to the Local Planning Authority and in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) Order 2012, the proposal will be subject to pre-application consultation.
All relevant drawings, reports and supplementary supporting documents are made available for inspection and review online below.
Anyone who wishes to make representations about this proposed development must do so by the 31st March 2023.
