Proposal for a New Secondary School at Land West of Thorpeville, Moulton

DPP Planning are preparing to submit a planning application for the proposed development to West Northamptonshire Council in the near future. The proposals will involve the erection of a new 1,200 place secondary school with associated sports facilities, access, parking and landscaping at the site.
The application is being submitted on behalf of The Elliott Group Ltd, who are the contractor appointed to construct the school on behalf of the Department for Education who are funding the school. The school will be operated by the Northampton School for Boys Charitable Trust once complete.

Undertaking public consultation with local residents in advance of submitting a planning application is an important part of the process for the applicants and allows members of the public and the local community to engage with the vision for the site and to provide valuable feedback on the proposals.
The site is located at the land to the west of Thorpeville, Moulton. The site comprises 9.9ha of existing open fields and is bounded by other open fields to the south-west, west and north-west. Properties on Ashley Lane are located to the north, with properties on Thorpeville located to the south. To the south of the site the land is bordered by the house and garden plot to the north of Glengay. An oval plantation, namely Round Spinney, defined the southwest corner of the plot and the remaining boundaries border agricultural land.
The site provides an ideal opportunity for the provision of a new educational facility, next to an existing residential area and in an area where there is an urgent need for additional school places. An aerial image of the site is shown below:
The proposal is to erect a predominantly two-storey school building to be known as Northampton School. The school will have a specialism in girls and boys sports and the expressive arts and will provide a modern teaching environment that will eventually accommodate 1,200 secondary school pupils. The proposal will also offer a number of external play areas for students including:
- Three multi-use games area courts (MUGAS);
- Five grass pitches;
- One 3G artificial pitch with floodlighting;
- Hard-standing play areas; and
- Soft informal play areas.
The school building will be located in the northern part of the site. The building has a ‘reverse E’ shaped footprint, with the main spine of the building located closest to Thorpeville, with three ‘legs’ to the west. The school building will be faced in a varied material palette including timber cladding, with areas of blue and grey cladding panels.
The MUGA courts will be located to the west of the school building, whilst the remaining playing fields are located to the south. The main site entrance will be from Thorpeville, with 45 drop-off/pick-up bays, in addition to 191 standard parking bays, 19 accessible parking bays and minibus/coach parking. There will also be 120 cycle parking spaces for pupils, 28 cycle spaces for staff and 10 visitor cycle spaces.
