DPP were appointed by the client prior to the acquisition of the site. DPP were tasked with developing a strategy to secure planning approval for a 26-storey purpose-built student accommodation scheme.
Being located outside of the defined city centre or designated ‘ridge line’, the site was not favoured for a ‘tall building’. In addition, the planning application was submitted at a time when the Council were questioning the need for further purpose-built student accommodation.
DPP faced initial resistance to the proposed form of development. However, we managed to overcome the objections by conducting a student need assessment, which examined the pipeline of development. We also carried out a thorough review of unimplemented planning approvals.
DPP co-ordinated the complex planning application for this site, preparing a Tall Buildings Report as well as a Sustainable Construction Report.
Achievements
DPP secured planning approval within 12 weeks of submitting the planning application. In so doing, DPP overcame the initial concerns of the council about scale, mass, design and the principle of student accommodation at the site.
The greatest achievement was perhaps that this consent was secured despite the site being located directly opposite the window of the Director of Planning at the Council!
Hadrian’s Tower, Newcastle

DPP were appointed to progress a planning application for the demolition of an existing derelict warehouse and the construction of a new apartment block containing 162 BTR and private residential units.
The site is located within Newcastle City Centre, close to the city’s main shops and services. The building is 26 storeys and the first ‘tall building’ in Newcastle which, following its recent completion, acts as a key gateway and a beacon of economic investment.
Achievements
DPP successfully co-ordinated the planning application process, through preparation and submission of the planning application within a tight timescale. Prior to submission the application process involved extensive pre-application discussions with the LPA and statutory consultees including Historic England as well as undertaking public consultation with the local community and key stakeholders.
Due to the site’s location within Newcastle’s Central Conservation Area and its proximity to listed buildings and scheduled ancient monuments, DPP co-ordinated, prepared and managed an Environmental Impact Assessment to support the application.
DPP supported the development team right through the construction process in terms of discharge of conditions, non-material amendments and change of use of the uppermost floor to a new 360 champagne bar.
As the tallest building in the city, the completed scheme has become a regional landmark and a symbol of the economic prosperity of the North East.
Milburngate House, Durham

DPP were appointed to co-ordinate and prepare a planning application for a major mixed use scheme on Durham’s riverfront as part of Durham Riverside Renewal. The scheme includes residential, office, leisure and retail uses plus significant improvements to public realm.
As the site is in views of a World Heritage Site (WHS) and is within a Conservation Area, Flood Zones 2 and 3, and air quality management area, DPP prepared (with technical input from other consultants) and project managed an Environmental Impact Assessment to support the application as well as securing permission for demolition of the existing buildings.
Achievements
DPP have co-ordinated a complex project and consultant team and successfully demonstrated that although the site is located within the flood zone and within views of the WHS, the proposed development will be suitable in this location.
DPP provided us with expert technical planning advice on our Durham City flag ship project, Milburngate. DPP helped us secure planning permission quickly on an intricate and detailed mixed use proposal which stands in a beautifully historic setting. Rialto House, York

DPP worked alongside GWP Architecture on behalf of Petrina Ltd and Grantside (North Star West) Ltd to co-ordinate, manage and submit a full planning application for the demolition of the existing Mecca Bingo building. DPP then advised on the redevelopment of the site as purpose built student accommodation for 280-beds, including cluster flats, studios, landscaping, and cycle parking just south of York City Centre.
The site is sustainably located in close proximity to the University of York and the City Centre. It’s on a key route south of the city. It is hoped that the development will help towards the regeneration of the Fishergate area whilst also providing
much needed student accommodation within the city. This will help to free up
family homes from houses of multiple occupation (HMOs).
The development is 4-storeys in height and the layout sees the creation of two courtyards which will be landscaped and available to residents for use. The use
of high quality materials and features such as faux chimneys, large gables and
a pitched roof will help to create a landmark building on the approach to York.
Achievements
DPP engaged with the LPA, design team, key stakeholders and the local community at an early stage. We received positive feedback from our initial conversations. The engagement activity meant the project team could address any issues at an early stage and will allow for timely decisions to be made within the timeframe.
DPP co-ordinated a complex project and consultant team. We prepared a comprehensive planning application and additional reports, which were submitted to York City Council in July 2021. DPP liaised closely with the LPA, consultees, client and project teams throughout the project to secure planning approval in February 2022.
