DPP Planning are preparing a planning an application on behalf of Eco Modular (on behalf of the Department for Education).

Undertaking public consultation with local residents and businesses in advance of submitting a planning application is an important part of the planning process. It allows members of the public and the local community to engage with the Applicant’s proposed vision for the site and to provide valuable feedback on the proposals.

Site Description

The site is located within the northern extent of Catterick, which lies approximately 7.3km east of Richmond, 12.5km west of Northallerton and 17km south of Darlington. Located off Noels Court and Mowbray Road, the school falls within a predominantly residential area, and has a well established catchment area. The site is shown on the aerial image below.

Proposed Development

The proposed development relates to the redevelopment of the existing primary school and involves the demolition of the existing building and erection of a new build school to the south of the site. The construction will take place whilst the existing school is in use and demolition of the existing building will occur following completion of the build, thereby enabling the school to remain open throughout construction. The development will also include an extensive landscaping strategy that will include both hard and soft informal play areas, and the provision of a replacement playing field once demolition of the existing school has been completed. The existing horticulture area will be retained, with a second area created within the southeast corner of the site. The existing MUGA will be retained in its current location. Further tree and shrub planting is proposed along the southern boundary of the site to provide additional screening.

The need for the replacement school has been established following a comprehensive feasibility assessment, undertaken by the Department for Education. The study determined that the existing roof structure, and much of the existing infrastructure, is no longer fit for purpose, and needs replacing. On this basis, it has been agreed that the provision of a new building represents the optimal basis for providing a new energy efficient and modern school facility, capable of meeting the needs of the school trust. The new school will continue to accommodate 252 pupils and 20 full-time equivalent staff, therefore no increase in pupil numbers is proposed.

We are hosting an in-person consultation event, which will take place on the 13th of December 2022 between the hours of 3pm-7pm at Catterick Village Sports Pavilion, Leeming Lane, DL10 7JY.

Members of the design team will be there to answer any questions that you may have and there will be an opportunity to complete a feedback form, however, if you cannot attend the event then comments can be submitted electronically via email to consultation@dppukltd.com. All comments will remain anonymous.

Once the planning application has been submitted, full details will be available on the Council’s website, and there will be a further opportunity to comment.
